Heavy rain blanketed the region early Thursday, causing flooding and high wind advisories in some areas while traffic delays and accidents were widespread across Bay Area roadways. A hit-and-run involving a Toyota Corolla occurred before 6 a.m. just off the Bay Bridge, near the Seventh Street on-ramp in San Francisco, according to the California Highway Patrol. Injuries were initially reported but there was no immediate information on the severity. Nearby, a vehicle spun out about 6 a.m. on a northbound lane on Highway 101 near Francisco Boulevard off-ramp and hit a guardrail in Marin, CHP said.
